While people put all kinds of things into URLs and call it apple pie,
the general feeling is that all that should actually go into the
Uniform Resource Locator is 'enough information to locate the
resource', and auxiliary information (media types, permissions, etc.)
belong somewhere else.

(Where? Well, 'not all references to resources are URLs').
