I looked it over.  Much improved over 1738 and 1808.

A few comments:

1) What about IPv6 literals?

2) The document definitely needs a specific reference to the documents
defining Content-Base and Content-Language.

3) The examples should include one with multiple parameters and one with
multiple queries.

4) I'm curious about the choice to use "|" rather than "/" in the ABNF.
Not a big deal, but I'd like to know why.

All in all, it's among the better specifications I've read.
