Larry Masinter writes about tehnical ways of encoding i18n URLs.
I think there is a lot of merit to what Larry says and I am willling
to take that as the foundation on which to specify the functionality.

However, I am not sure whether this should go into a separate RFC or
it should be in the RFC we are discussing.
