Grin :) danger territory here :). 

I will check with the medical experts - but suspect that given that the URN defines a fact about what happend (the application of a product (vaccine) that stimulates the immune system to produce immunity to a specific disease - rather than knowing that that person was succesfully immunized; I am guessing that the 'V' will be the preferred term in this context.
