This looks like it: https://osdm.io/spec/catalog-of-code-lists/

I note that it recommends that individual providers use x_abc URNs for 
their local names.  While providers can of course do whatever they want on 
their own networks, I note that underscores have never been allowed in the 
NID part of a URN, and the former X- names with a hyphen are now 
deprecated.

People with more URN experience than I have might be able to suggest a 
better approach for the local names.
