The point I'm trying to make is that the generator of reports needs to
know how to select a domain for which a particular message transmission
attempt should be reported against.  This needs to be specified.
Please give the semantics of this "domain" mentioned in both sections 3
and 4 (separately if they differ, else it needs to be clear that they
are the same; perhaps by using the term "Policy Domain" mentioned in
section 1).
