I'm not sure that's an accurate statement. End system implementations  
(Mac, Linux, BSD, Solaris, Windows Vista and some earlier versions)  
generally are dual-stack-capable these days. The issue is that the  
network connecting them isn't.

That's the premise in DS-Lite; that one could use the network as  
bandwidth, eliminate all network-based services, and simply tunnel  
through it to build a next generation overlay. ISPs that think they  
are offering services besides bandwidth might eventually decide they  
don't want to be tunneled over, smell the coffee, and change.
