Hi,

Looking at this, it's very interesting, but it reads more like a paper I'd expect to see presented at a measurement conference than an IETF document.

Viewed that way, it seems to lack two aspects:

1) An introduction that provides background and context for the reader - for example, it assumes that the reader knows what 'iptables' is, and what 'Jool' is.

2) A summary of the results and a discussion of what they mean, and what the next steps should be.

With that content added, we could evaluate whether it fits in the IETF.
