Dear all,

This version tries to address comments raised during the WGLC (in addition to those already implemented in -16 and -17):

* Remove two sections for a more acceptable scope: Section 2.1 on WLAN and Section 5 (application). We tried to find a balanced approach between the "harmfully broad" and "harmfully restricted" positions.
* Add text about missing features in the RFC7066 and the IPv6 node requirements.
* Add a definition of the IPv4 service continuity as requested by Alex.
* Add text to clarify the support of the profile does not mean that all items MUST be supported.
* Add text to precise that items are listed in a priority order.
* Enhance the CLAT text
* Update the text about "cellular CPE" to clarify several of the points discussed in the thread with James. 
* Welcome two co-authors.
