1. They discover the pref64 via rfc 7050 with dns64. There is no dhcp in
3gpp to the ue.  Dns64 must be present.

2.  Many 464xlat networks prefer the use of dns64 to avoid double
translation on the user plane.  This provides simplification and
performance benefits.

3. Nothing about 70+ million subscribers is tightly controlled, please do
not minimize the challenge
