That particular ship has sailed... the WG has decided that it has 
consensus on draft-ietf-v6ops-dhcp-pd-per-device (seems to be not
an RFC yet, but "Submitted to IESG for Publication").

There was much argument that "the delegated prefix size needs to work
with SLAAC", so, here we are - if we want a bit less unreasonable address
usage, "make SLAAC and dhcp-pd-per-device work with /80s".
