[Just commenting on this particular point]

It is not clear to me where the notion comes from that deprecated address
can be ignored.

Deprecated addresses are perfectly fine addresses, they are just not
used to set up new connections (unless there is no alternative).

In particular, during renumbering deprecated address can still be in 
DNS. Decrecated address can be used in various ways to separate outgoing
from incoming traffic.

So if we want to inform a router about addresses that belong to a host,
then we should report all addresses.
