Perhaps the argument that "scope" doesn’t mean what you are trying to make it mean is a good argument, although it doesn’t do it for me. What does it for me is, what you have stated above, that is not how ULAs are meant to be formed. That is how RFC 1918 addresses are meant to be used. Nothing says that it's okay to reuse the same ULAs, in separate admin domains.

Your mention of birthday paradox depends on how many organizations use ULAs. If not many do, then the likelihood of global uniqueness goes up.
