The “host OS developers” have repeatedly expressed technical objections to DHCPv6.

I could ask my fixed residential broadband CPE vendors to support prefix delegation. Their question back would be which OSes support it and can they prioritise other things in the list.
But it doesn’t look like Android, iOS, and possibly also macOS and Windows have any plans to support DHCPv6-PD. There is a draft alternative way of doing it using RAs that appears to have more support from the host OS developers.
