I have reviewed this draft and I support it to be adopted.

This is a real operational problem among ISPs where the CPE somehow 
looses connectivity and devices behind  it keep trying to navigate via 
IPv6 which in turn gives a false sensation of slowness or connectivity 
problems. In some cases unsuspecting operators don't know how to 
diagnose and just disable IPv6 which causes a even bigger damage to the 
its adoption.
Therefore I believe this issue should be worked and addressed.
