That is exactly what I was referring to. In a given country, some operators may support IPv6 and some may not. If steering of roaming pushes me towards an operator that doesn't have IPv6 support, then I'm out of luck.

The decision on which operator gets preferential treatment is purely business driven based on commercial agreement. I have little weight into telling the business to pick IPv6-friendly operator.

Then there is the case where all the operators in a given country are not IPv6 ready. This seems to be more common in the Caribbean.
