Exactly, that was the "war" between ATM and IP . The arguments were
'simplicity' and 'data overhead'. And IP won.
However, most of the modern networks today have these properties. One
link/card/hware/etc. is always standby for the other active one.
Always? Yeah ok, we may say 'proportional' to the budget.
