This implies concentric circles, which isn’t really valid. Different ULAs can have disjoint or overlapping applicability. I agree with a previous comment that talking about this in terms of scope doesn’t make much sense. I don’t know how to write code that takes into account the difference in scope between ULA and GUA, other than perhaps in routing protocols.
