In my opinion, L-15 needs to be a SHOULD NOT or otherwise have space 
for the operator of the router to override this behavior. I have provided
a use case for that in the past.

(It would be nice if Fernando could fix his mail server (or remove the IPv6
address on his MX. I have a mail to him that has been in my mail queue for
quite a while now).
