SEAL can be used either along with or instead of GRE, based
on the use case. SEAL has the fragmentation field you've
mentioned which is used to accommodate "medium-sized" packets
(between 1280-1500) but it also holds the gate open for smaller
and larger packets to go through. The SEAL MTU philosophy is:

"Take care of the smalls and let the bigs take care of themselves"
