Gert is right, we talk about each location for any end-user.

I disagree that the barber-shop is not and end-site, actually if they have 3 locations, they have 3 end-sites. They have the right to get a PI for each location if they wish, because they want to multi-home or whatever. We get into routing problems, yeah, we should fix those! But this is a different discussion.
