"Discovery of the IPv6 Prefix Used for IPv6 Address Synthesis" [RFC7050 (previously draft-ietf-behave-nat64-discovery-heuristic)] does not rely on the DHCP option.  Folks say it works.  But there is a general dislike for heuristics, for lots of good reasons.
