Do you mean that RFC 8028 is broken or that nobody implements it?

And I assume with 'multi-router scenario' you mean routers that don't 
coordinate. If you have multiple routers that are aware of each other
then a multi-prefix, multi-router scenario works just fine. At least, it
works for me :-)
