the benefits and issues provided in sections 3 and 4 of this document 
are weak enough that they don't really provide enough justification for 
the document to be worth maintaining as a BCP.  From this point of view, 
a -bis would a good idea.

It would be troubling for the IETF to continue to refer to the document 
as a BCP without a substantial revision.
