This is entirely correct.

For the sake of history, we had in sunset4 a presentation of
draft-yang-dhc-ipv4-dis which is a DHCPv4-based solution. That was many
IETFs ago. We eventually merged with that draft. Since the goal is going
IPv6-only, a DHCPv4-based solution was considered a deal-breaker.
