That would be an excellent feature to support, yes;
I have IPv4-only connectivity in some places, and
having hosts send out RS messages for connectivity
that will never happen is a waste of network resources;
it would be good for the local router to be able to say
"there is no v6 here, stop trying and deactivate your
IPv6 stack completely".
