If it is not some of tethering, then why does android need so many 
IPv6 addresses? Do android devs run a kubernetes cluster on their phones?

I just tried bluetooth tethering between android 11 and android 9. 
Surprisingly, that did not result in IPv6 on downstream phone (I tried
both possibilities). Sharing the 4G connection over wifi does result in
IPv6 on the downstream device.
