Ok, thanks for the pointer.

I checked that section and indeed it is specifying DHCPv6-PD towards the 
UE.  That is encouraging.

I didnt know that.

This document version is dated September 2014.

How long would it take to see it on operator networks?

Because my UEs are ready to issue these DHCPv6 Prefix Delegation requests.
