I do not think the network is expected to provide NAT64 prefix now in any way.
Our pref64 draft has not been published yet, and anyway it's an
additional signal.

Ah, that's the unresolved issue in the draft yet, some more work (and
input from the WG) required.
What could be done here:
1) we can declare that we do not believe there is any chance of any
other transition mechanism for IPv6-only hosts to appear any time
soon.
2) we can - as it's been proposed - add a field to encode the
transition technologies supported by the host (e.g. as a bit mask).

Personally I'd be very surprised to see any new mechanism to be
developed and adopted but I'd not oppose #2 either.
