Not really. If a router does not have IPv6 connectivity on the WAN 
interface, then it presumably never got any prefixes to advertise, and 
hence would never advertise itself as a default router.

Then there's the question on what should happen when such WAN 
connectivity is lost -- and when it can be declared to be lost in the 
first place. The text you've quoted doesn't cover this.
