Uh, what?  There is and was no such requirement.

There was a lot of press about "privacy!!!" and so some(!) of the big
telcos went "look, we have improved privay and you can change your
v6 prefix".  Others do sort-of-static, but do not guarantee that (in
case of a longer disconnect, you might get a new prefix on reconnect).
