Per https://datatracker.ietf.org/meeting/important-dates/, the draft cut-off is five weeks hence - 2019-11-04. Right now, Ron and I don’t have much that demonstrates working group interest/support. If you’re thinking about filing a draft, sooner is better, so that the working group can look at it and comment on the list. File the draft, and then forward the note you get from the secretariat, describe the problem and your proposal, and invite discussion.
