If you set the A=0, M=1 in the RA, a host can only get an address via DHCPv6 and it is not allowed to use SLAAC.  Furthermore, ISC and other DHCPv6 servers allow you to limit the number of addresses a host can have.  I think it is "limit-addrs-per-ia" for ISC, and I think it defaults to 1.
