No, IPv4aaS offers dual-stack service to subsbcribers.
IPv4aaS allows an ISP to run IPv6 only in the access network. As an analogy that is little different from the ISP using MPLS in the access network, that does not make the subscribers MPLS-only.

The term "IPv6 only", to have meaning must be qualified.

An IPv6 only application on an IPv6 only network communicating through a NAT64 to an IPv4 only application is not IPv6 only end to end (e.g. referrals don't work).
