I will point out that there are also apparently problems with c.root-server.net <http://c.root-server.net/> and c.in-addr-servers.net <http://c.in-addr-servers.net/> (same IP address).

These may be related to the ongoing peering war between Cogent and HE, as most of my perspective on this is behind HE.
