For what is worth, in a recent report it is written that "[...] [only]
27% of most visited websites in France are accessible in IPv6"

Other than that metric, there is an organizational metric that could be
added.

An organizational metric would express whether or not ISPs have teams or
groups of people focused on an IPv6 part of the business.  It could say
how large these groups are, and what layer in a hierarchy are they
represented.
