I don’t care about such a document one way or the other, but if you were to write it, I’d probably push hard for (at least):
Recommend	Minimal
/48			/49 	Small/Medium Business broadband (per site as defined in ARIN policy)
/48 			/56	Home User broadband
/62 			/64	Cellular handset broadband (Let’s at least facilitate tethering to Bluetooth and WiFi)
/64			/80 	Physical Device (e.g. Enterprise client device)
/64			/96	Virtual Maschine
