There is much overlap in these documents.  I would like to know if you feel
we can converge to 1 or 2 goals/tradeoofs documents, rather than four?
I know 3gpp wants something now, but I still feel this could be achieved
as one subsection of a general text, citing which specific requirements 3gpp
has, rather than a separate doc.   Duplicating and then editing from the
duplicates is likely to lead to inconsistencies, at the very least.
