I've been thinking about this and I have a suggestion: why not make 
BIRTHPLACE and DEATHPLACE *exactly* like ADR? This would include:
- the same components separated by semicolons
- the LABEL parameter for free-form description (you might want to 
expand the semantics to more than just "delivery address label")
- the GEO and TZ parameters
