Actually, the ABNF accurately reflects what's in the text.

We have:

     boolean = "TRUE" / "FALSE"

and RFC 5234 states:

      ABNF strings are case insensitive and the character set for these
      strings is US-ASCII.

> Editorial recommendation: mandate all-caps case.
