This is what we're talking about:

     value-type = "text"
                / "uri"
                / "date"
                / "time"
                / "date-time"
                / "timestamp"
                / "boolean"
                / "integer"
                / "float"
                / "binary"
                / "language-tag"
                / iana-token  ; registered as described in section 12
                / x-name

First, ABNF double-quoted strings are case insensitive, as explained in
a previous email.

Second, the ABNF reflects common usage. Parameter values (in this case
we're discussing the VALUE parameter) are typically lower-case. Such as
in this example:

PHOTO;VALUE=uri:http://...
