The working group hasn't been chartered yet, but if a group
is formed based on some version of the current charter, the
documents need to stick to that charter.  If there's a proposal
for a reliability mechanism based on a different model the
best thing to do is to prepare a draft and get feedback on it,
and create interest.  But, if there's no specific proposal
but broad interest in discussing availability/reliability
mechanisms more generally, it may be possible to create a
non-WG mailing list.
