Indeed.

For a new group, working on a topic that is large, complex and has widely 
varying views among participants, the most important requirement for its first 
protocol output is that the working group producing something useful as quickly 
as possible.

This /always/ means looking for the smallest bit of capability that will be 
useful.  That almost always means extremely simple.
