Meadhbh is correct.  The chairs and ADs need to talk about the recent
postings, but my personal sense of it is that there are enough people
who want to continue and want to do it by steering in at least a
somewhat different direction.  That works if and only if people
actually step up and do the editing, reviews, and so on.

So, yes, if we do continue, the first step will be to have someone (or
some set of people; I'd actually be happier with at least two editors)
take over the introduction document, lead the discussion of what
should be in it, and post a revised version that starts turning the
wheel.

(And, yes, Meadhbh's last statement is also correct: we could close
the current effort and charter something related later.  On the other
hand, if "later" would be within the next year or so, I'd rather try
to continue from where we are.)
