Actually IETF chair is the contact mandated by RFC 6335: https://tools.ietf.org/html/rfc6335#section-8.1 <https://tools.ietf.org/html/rfc6335#section-8.1>. Agree with your point but I had asked the authors to change this to conform to 6335.
