Yeah this is what I'm trying to figure out. If we just declare pooling as
nice to have but too hard to deploy, then does Http3Transport become a bit
more straightforward to implement?

I'll note that some of the HTTP/3 implementation in familiar with punt the
problem of HTTP semantics to a different part of the code. So the
application-mapping layer is really quite minimal.
