There was a presentation within the IETF in the context of the E.U. 
about this recently.  The answer is more complicated than: IP address 
= personal data.

Some of the consumers of the information are:

  (i)   Self-organized groups

  (ii)  IPR "enforcers"

  (iii) Law enforcement groups

The case of the third group is generally put forward by the rest of 
the consumers.
