Chairs -

This release changes the syntax used for agenda filtering. There is a 
description of how the filtering works now at 
https://codimd.ietf.org/agenda-filtering.

This is a first step. Well before IETF 109, we expect to further 
simplify the filtering queystring and make adjustments to the current 
Non-Area set of things, making it easier to show all bofs and hide 
things with greater control.
