GROW had attempted to add some sort of formatting, with  '----' to break
things up.

These have (unsurprisingly) turned into horizontal rules. There was also a
"list" of URLs which has been munged.

Neither of these are really major issues, but perhaps we should try and
figure out some method for chairs to make formatting only charter updates
after the change?
It seems like it would be silly to have a "real" recharter to change:

into:
