Chairs already have a lot of latitude to ignore the rules; they should simply announce when that is done.
Let’s be a bit more flexible here, encouraging a limited amount of chaos.

(The corollary is that people in the queue get precedence, at the latest when the chairs find out they are experiencing starvation.  Note that remote attendees can *always* speak if they really want to, but the fact that this is socially acceptable also needs to be announced.)

Maybe meetecho should have a chair-controlled state that can be “English queue” vs. “Shouting Match”...
